PNIEC 2023-2030: Spain's roadmap for the energy transition
The Council of Ministers has approved the updated National Integrated Energy and Climate Plan (PNIEC 2023-2030), a strategic document that charts the course of Spain's energy transition for the rest of the decade.
The new PNIEC reflects the major progress made in implementing the government's Green Agenda and the growing European ambition to deliver an ecological transition that boosts competitiveness, modernizes the productive fabric, and creates new industrial and service ecosystems with quality employment.
Spain has become the first major European country in which renewable electricity generation has covered more than 50% of demand. The Recovery, Transformation and Resilience Plan mobilizes around €70 billion in public investment, 39.7% of which is earmarked for the ecological transition.
The update raises the number of planned policies and measures from an original 78 to 110, incorporating for the first time specific actions on rail, aviation, shipping, the demographic challenge, cybersecurity, local electricity markets and gender perspective.
Total investment through 2030 is estimated at €308 billion, 82% of which will be private. GDP is projected to grow by 3.2%, with between 363,000 and 560,000 jobs created, concentrated especially in industry, energy and construction.
